  • Minutes of meeting held on 16th January, 2013

Minutes:

Consideration was given to the minutes of the meeting of the Health and Wellbeing Board held on 16th January, 2013.

 

Attention was drawn to the Board’s 6 Priority Themes, in no priority order of ranking. 

 

An issue for the Board was ensuring all partners were signed up to the information sharing protocol.  The British Medical Association had its own guidelines for Doctors which fitted with the protocol. 

 

It was noted that HealthWatch had been put out to tender again with a closing date of 23rd February, 2013.

It was noted that the funding for the Alcohol Strategy – Local Implementation (Minute No. S24) would be from the Public Health ringfenced grant.

Councillor Wyatt, Cabinet Member for Health and Wellbeing, gave the following update:-

 

-              Minutes of the Obesity Strategy Group were to be submitted to the Board in future

-              It was hoped to hold a national Obesity conference in Rotherham in the New Year

Health and Wellbeing Board

Minutes:

Councillor Wyatt, Cabinet Member for Health and Wellbeing, gave the following update:-

 

-        The next Board meeting was on 6th June, the main item of business being the draft Health and Wellbeing Strategy.  It would then be considered by Cabinet in June and be in place for the Clinical Commissioning Group (CCG) authorisation

 

-        The CCG was undertaking examination of a number of documents in advance of the authorisation.  There would also be a recruitment exercise for a Chief Officer for the CCG and other HR issues with regard to existing NHS staff

 

-        HealthWatch was an extremely complicated issue.  It was Rotherham’s plan to have HealthWatch operating by October, 2012

 

-        John Wilderspin, Department of Health, Health and Wellbeing Boards Implementation, had written stating he wished to visit Rotherham to look for examples of good practice.  He wanted to attend a Board meeting to meet Board members, discuss the relationship between Select Commission, CCG and the wider health community

 

Discussion ensued with the following comments made/highlighted:-

 

o       The Council’s Audit Committee had considered the differing Risk Assessment arrangements between the NHS and Council.  The Committee had recommended that there be named officers who were responsible for Risk Assessment and work to draw the 2 closer together

o       There was a well established NHS Audit Committee

o       Audit and governance, certainly in respect of CCG Audit Group, was 1 of the major documents which had to pass the test in order to achieve authorisation as well as having to demonstrate the strong working relationships between all the agencies in particular the Local Authority and Health

o       The Local Authority Audit Committee Chair also chaired the Joint Audit Committee Group

2 workshops had since been held to develop the Health and Wellbeing Strategy which included the Joint Strategic Needs Assessment.

 

Councillor Wyatt, Cabinet Member for Health and Wellbeing, then gave the following powerpoint presentation on tackling health inequalities and responding to change:-

 

Health and Social Care Act

-        Received Royal Assent on 27th March, 2012 took forward the areas of Equity and Excellence: Liberating the NHS (July 2010) which required primary legislation

-        Covered 5 themes

Strengthening commissioning of NHS services

Increasing democratic accountability and public voice

Liberating provision of NHS services

Strengthening public health services

Reforming health and care arms length bodies

-        Highly controversial and included significant changes to the way things were done

 

Health and Wellbeing Board

-        Local authorities would lead the co-ordination of health and wellbeing through the creation of high level ‘Health and Wellbeing Boards

-        Key responsibilities included:-

Joint Strategic Needs Assessment

Joint Health and Wellbeing Strategy

Improving health and reducing health inequalities

Integrating health, social care and public health

Productivity and efficiency

 

Rotherham’s Board

-        Now established as a Sub-Committee of the Council, Chaired by the Cabinet Member for Health and Wellbeing

-        Direct reporting links to the LSP as well as links to other local Boards (including Adults, Children’s)

-        Terms of Reference agreed and work plan being developed

 

Vision for Health and Wellbeing

-        For everyone in Rotherham to be happy and healthy and have the adequate resources to participate in their community

 

Core Membership of the Board

-        Cabinet Member for Health and Wellbeing (Chair)

-        Cabinet Member for Adult Services

-        Cabinet Member for Safeguarding Children and Adults

-        Director of Public Health

-        Chief Executive, RMBC

-        Strategic Director of Neighbourhoods and Adult Services

-        Strategic Director of Children and Young People’s Services

-        Strategic Director of Environment and Development Services

-        Chair of Clinical Commissioning Group (CCG)

-        Chief Operating Officer, CCG

-        Chair of PCT Cluster Board (until April, 2013 when position will be reviewed)

NHS Commissioning

-        Devolved responsibility for the majority of commissioning to local Clinical Commissioning Groups

-        Supported and held to account by an independent national NHS Commissioning Board

-        Rotherham Clinical Commissioning Group now established

-        CCG had a statutory place on the Health and Wellbeing Board

 

Public Health

-        Local authorities would take on statutory duty for Public Health

-        Full transfer of responsibilities and resources by April, 2013

-        Ringfenced budget allocation provided in ‘shadow’ form April, 2012

-        Directors of Public Health jointly appointed between local authority and Public Health England from April 2013

-        Director of Public Health to be added to the list of statutory Chief Officers in the Local Government and Housing Act (subject to Parliament)

-        Director of Public Health had a statutory place on the Health and Wellbeing Board

Minutes:

Councillor Jack noted that the Health Select Commission work programme had been presented for information to the Health and Wellbeing Board at their last meeting on 29 February.  It was flagged up that the Continuing Healthcare Scrutiny Review was currently taking place and that the next meeting of the Commission would have a themed session on the Health and Wellbeing Board and that members of the Board had been invited to attend.  If Health Select Commission members had any questions they wished to raise with Board members at that meeting they were welcome to do so and could send questions in advance to Kate Green.
