Resolved:-  That the minutes of the previous meeting of the Planning Regulatory Board held on Thursday, 26th October, 2017, be approved as a correct record for signature by the Chairman.

Minutes:

Resolved:-  (1)  That, on the development proposals now considered, the requisite notices be issued and be made available on the Council’s website and that the time limits specified in Sections 91 and 92 of the Town and Country Planning Act 1990 apply.

 

(2)  That application RB2017/1257 be granted for the reasons adopted by Members at the meeting and subject to the relevant conditions listed in the submitted report.

 

(3)  That application RB2017/1426 be deferred.

47.

Updates

Minutes:

(1)  It was noted that the date of next Board meeting had been moved from the 4th January to 11th January, 2018.

 

(2)  The Chairman reported that Ineos had submitted an appeal against non-determination of the application for exploratory drilling at Harthill, despite the Council having worked closely with the applicants and them having submitted additional information only a couple of days earlier.  There had been no indication that they were going to proceed as they had.

 

Due to the appeal against non-determination, the application was now automatically classed as a refusal of planning permission.  The Planning Board was still required to determine the reasons for refusal in order to present the Council’s position to the Public Inquiry.

 

It was proposed that the planning application be discussed on the 25th January, 2018; a site visit taking place in the morning and the Board formally considering the reasons for refusal in the afternoon.

 

Correspondence has been forwarded to Ineos and the Secretary of State expressing the Council’s disappointment as to how the company had handled the situation.

 

(3)  A formal planning application had now been received from Ineos for exploratory drilling at Woodsetts.  It was proposed that a meeting of the Board be held on 1st February 2018; a site visit taking place in the morning followed by determination of the application.
