Councillor Mault declared a pecuniary interest in application RB2025/1576 (installation of 3 No. enclosed padel courts with acoustic mitigation and floodlighting along with relocation of existing cricket nets at Upper Haugh Cricket Club, Harding Avenue, Rawmarsh) on the grounds of being a local business owner and living in the locality.  He left the room whilst the item was discussed.  Councillor Jackson assumed the Chair in this absence.

The following update information was discussed:-

 

Call for Sites for the New Local Plan

 

The Head of Planning and Building Control advised the Planning Board about how the existing Local Plan covered the period from 2013 to 2028.  Following a review of the Core Strategy and wider changes introduced through the Levelling-up and Regeneration Act 2023 and associated planning reforms, the Council decided not to progress the Core Strategy Partial Update and instead prepared to develop a new Local Plan.

 

The new Local Plan was required to identify sufficient land to meet development needs into the 2040’s. The Call for Sites, therefore, formed a key enabling step ahead of the formal plan-making stages, which were expected to commence later in 2026.


The Call for Sites opened on 22 June 2026 and ran for 10 weeks until 28 August 2026.  This was an early-stage information-gathering exercise to identify potential sites across the borough for a wide range of land uses. It did not allocate land, confirm suitability for development, or grant planning permission. All submissions were to be assessed at a later stage and further information could be requested to understand suitability, scale, deliverability and site constraints.

 

Submissions were made through the Council’s consultation platform (Citizenspace). The Planning Policy team provided support with completing the form and could be contacted by various methods.

 

The Council sought a broad range of potential sites, including those for housing, employment and commercial uses, retail and leisure, environmental uses, infrastructure and community facilities, renewable energy, waste management and minerals.

 

Sites could be submitted by any interested party, including landowners, developers, public bodies and members of the public. Previously promoted sites needed to be re-submitted to ensure the Council held current and consistent information.

 

Residential sites were generally required to be at least 0.25 hectares or capable of delivering five or more dwellings, although some smaller specialist housing opportunities were also considered relevant.

 

Employment, commercial and retail sites were generally expected to be capable of delivering 500 square metres or more of floorspace.

 

The Call for Sites was publicised through the Local Plan consultee database.

 

The Council’s Strategic Leadership Team were also informed at its June meeting and Members were briefed via a note prior to the start of the Call for Sites.

 

Submitted sites were to be published on an online map at a later stage of the plan-making process, with only key site details made public.  Personal data was managed in line with data protection requirements.

 

There were to be three stages of public consultation during the formal 30-month plan-making period. Public feedback on site options and the emerging strategy was anticipated at the second consultation stage in mid-2027, in accordance with the approved Local Development Scheme.
