Exclusion of the Press and Public

Resolved:-  That, under Section 100A(4) of the Local Government Act 1972, the press and public be excluded from the meeting for the following items of business on the grounds that they involve the likely disclosure of exempt information as defined in Paragraph 3  of Part I of Schedule 12A to the Local Government Act 1972 (information relating to the financial or business affairs of any person (including the Council))

Agreed:-  The minutes of the meeting held on 1st August, 2007, be approved as a true record.

 

Arising from Minute No. 4 (Wath regeneration area), it was noted that planning approval had now been secured and funding was being drawn down.

ADF Chairs' Reports

Minutes:

The respective HMR Managers gave the following reports:-

 

Rotherham West

-              Design competition held for 3 sites – Munsdale, Shrewsbury Terrace and Meadowbank Road with 4 architects invited to submit their concept design for each site.  A panel had judged the designs against the Building for Life criteria and Code for Sustainable Homes.

-              Sustainable baseline action plan produced by EKOS consultants for West Central with stakeholder workshop held on 18th October to consider options.  Community consultation will begin at the end of November.

-              Procurement process underway and submissions received for St. John’s Green.  Interviews are to be held on 16th November with the study to be completed by March, 2008.

-              Canklow – Phase 1 of the C3 development would be completed ahead of schedule with subsequent phases following and a final handover in July, 2008.  Meetings were ongoing with local businesses with regard to Castle Avenue/Warden Street/Canklow Road.

-              Planning approval had been granted for Bennett Street

-              Start on site at Fernbank was achieved.  A Foundation Stone Laying event took place in October whereby Mrs Senior (Cllr Aubrey Senior’s widow) and Cllr Alan Jackson formally opened the development.  Completion is scheduled for early 2008.

-              Henley Rise EcoHomes completed.  The development has been awarded the Building and Design category of the Sheffield Telegraph Environmental Awards.  In addition to this TSY have funded Building for Life assessors to evaluate developments in the Pathfinder and Henley Rise was awarded a “Gold Award” (the first in South Yorkshire)  SYHA will formally submit for the award once the landscaping has been completed and the wind turbine is installed.

-              Planning approval secured for the former school site at Ferham Road.

-              A6109 Meadowbank Road gateway improvement on target.

-              Reserve projects – Alleygating at Masbrough, turning circle at Thornton Terrace and environmental enhancements at Henley Rise

 

Discussion ensued on “Building for Life” and how beneficial it would be for the Authority if Rotherham incorporated it into their Planning Policy.  It was reported that there was a liaison group of officers from HMRP and Planning where the matter could be discussed and how it could be taken forward.

 

Agreed:-  (1)  That the Development Control Manager consider providing training for the Planning Board on “Building for Life”.

 

(2)  That a report be submitted to the next meeting on how “Building for Life” could be taken forward.

 

Rotherham East

-       Dalton & East Herringthorpe Masterplan -Consultation events took place on the 9th and 10th November. Anticipate feedback from the events in two weeks time, a stakeholder event to be held to consultant stakeholder group. Consultants currently preparing development briefs and the final masterplan incorporating feedback from consultation for approval at the next DEH project management meeting

Bellows Road Update

- verbal update

Minutes:

Further to Minute No. 7 of 1st August, 2007, a verbal update on progress was given on the above site.

 

Work was taking place with the District Valuer in tandem with discussions with the property owner as well as the commencement of CPO procedures in anticipation of agreement not being reached.

 

Agreed:-  That the report be noted.

Westgate Demonstrator

- verbal update

Minutes:

Mike Shires, Implementation Manager, gave a verbal progress report on the Westgate Demonstrator Project.

 

Discussion ensued on the 5 sites and the funding implications associated with delays/non-starters.  The spend profile was on track to hit all the targets.

 

Agreed:-  (1)  That the progress to date be noted.
