Minutes: Consideration was given to a report, presented by the Licensing Manager, concerning the following applications for the grant of a promoter’s permit to carry out house-to-house collections:-
Discussion took place on whether the Council should develop a specific policy in relation to the determination of applications for a promoter’s permit to carry out house-to-house collections.
Resolved:- (1) That, in accordance with the provisions of the House to House Collections Act 1939, the following applications be approved and a promoter’s permit be granted in respect of the organisations/charities shown for the dates listed above:-
Child and Teenage Cancer and Leukaemia Foundation Treating Children with Cancer
(2) That, in accordance with the provisions of the House to House Collections Act 1939, the following applications for a promoter’s permit be refused:-
Yorkshire Children’s Trust Coping with Cancer North East
(3) That consideration of the following application for a promoter’s permit be deferred to a future meeting of the Licensing Board Sub-Committee, pending receipt of further information:-
Cancer Support UK
(4) That the Licensing Manager submit a report to a future meeting of the Licensing Board concerning a draft policy in relation to the determination of applications for a promoter’s permit to carry out house-to-house collections. |

The following items are likely to be considered in the absence of the press and public as being exempt under the Police Act 1997 and Paragraphs 3 and 7 of Part 1 of Schedule 12A to the Local Government Act 1972 (business affairs and prevention of crime) Minutes: Resolved:- That, under Section 100A(4) of the Local Government Act 1972, the press and public be excluded from the meeting for the following item of business on the grounds that it involves the likely disclosure of exempt information as defined in the Police Act 1997 and Paragraphs 3 and 7 of Part I of Schedule 12A to the Local Government Act 1972 (business affairs and prevention of crime). |

Applications for the Grant/Renewal/Review of Hackney Carriage/Private Hire Drivers' Licences Minutes: The Sub-Committee of the Licensing Board considered a report, presented by the Licensing Manager, relating to applications for the grant of hackney carriage/private hire drivers’ licences in respect of Messrs. S.A.B., I.A. and W.H.
Messrs. I.A. and W.H. attended the meeting and were interviewed by the Sub-Committee.
Resolved:- (1) That, further to Minute No. 29(1) of the meeting of the Licensing Board Sub-Committee held on 6th July, 2017, it be noted that the application for the grant of a hackney carriage/private hire driver’s licence in respect of Mr. S.A.B. has been withdrawn by the applicant.
(2) That, further to Minute No. C18(2) of the Commissioner’s Case Hearing meeting held on 27th October, 2015, the application for the grant of a hackney carriage/private hire driver’s licence in respect of Mr. I.A. be approved and he be granted a licence for a period of three years.
(3) That, further to Minute No. 22(2) of the meeting of the Licensing Board Sub-Committee held on 13th November, 2014, the application for the grant of a hackney carriage/private hire driver’s licence in respect of Mr. W.H. be refused. |
