Cabinet Member for Finance & Safe and Clean Communities – Councillor Saghir Alam
Councillor Alam has a legal and business background. He was born in Rotherham and lives with his family. He was elected in 2015 and appointed as Cabinet Member for Corporate Services and Finance.
He has experience in public sector leadership and governance both at local and national level.
In the past Councillor Alam served three terms as a Disability Rights Commissioner. He was Lead Commissioner working with Public Sector and Local Government Association andStatutory Committee Member of Equality and Human Rights Commission Leading on Safety and Security and Building a fairer Britain for all.
Councillor Alam was a Member of Equality 2025 advising Ministers and Senior Government Officials on public policy in Whitehall. He has served as a Non–Executive Director of the Rotherham NHS Hospital, a Lay Advisor to the National Police Improvement Agency and Expert Member of the Youth Citizen Commission. He was member of Lord Chancellor’s Consultative Committee. He served as Independent Governor at Westminster Foundation for Democracy appointed by Foreign Secretary at the Foreign and Commonwealth Office.
He has been Patron of Include Me Too, a national organisation that works with children and families and Rotherham Advocacy Partnership.
In 2006 Councillor Alam was awarded an OBE for public service.
In 2024, Councillor Alam was re-appointed to Cabinet as Cabinet Member for Finance & Safe and Clean Communities. His responsibilities include:
· All matters relating to Waste Management, collection and recycling, including engagement with the BDR Waste Partnership
· Street Scene, Street Cleansing, Litter & Fly Tipping
· Household Waste Recycling Centres
· To lead on Emergency Planning issues
· To lead on day to day working of financial activity (including Revenues and Benefits), and to support the Leader in development of the Budget and Capital Strategy
· Human resources strategies, policies and procedures
· To lead on ICT, particularly on new ways of working and Digital Inclusion
· To lead on Internal Audit and Risk Management
· To lead on Health, Safety and Equalities at Work
· Community Safety, Crime Reduction and Anti-Social Behaviour Strategies
· Chair of the Safer Rotherham Partnership
· All matters relating to the Channel Duty
· All matters relating to the Counter Terrorism and Security Act 2015 (including “Protect” and “Prepare”)
· All matters relating to the deployment of portable CCTV
· Overall responsibility for Enforcement policy and performance (including Community Protection, Environmental Health, food hygiene and the joint agreement with Doncaster MBC)
· To lead on all matters relating to Legal Services
