Reference was made to the presentation and ceremony for the Public Art Feature.  It was suggested that the roundabout be renamed to “Rhymers” Roundabout and a discussion ensued about how to do this.  It was agreed that Tom Bell would approach Building Control and Streetpride in order to bring this change about.

 

Resolved:- (1)  That the report be noted

 

(2) That Tom Bell approach Building Control and Streetpride in relation to renaming the Roundabout “Rhymers” Roundabout.

The respective HMR Managers gave the following reports:-

 

Rotherham East

·                    Dalton and East Herringthorpe Masterplan - The consultant's final draft had been due 18th January but had been delayed a week due to sickness in the consultants.  Once received, it would be distributed to the stakeholders and the community through the project management group for comments

·                    Eastwood Masterplan - Environmental improvements, extensions/conversion - surveys had been undertaken by 2010.  Options would be presented to the community by the end of the month

·                    Gateways - on target

·                    Broadway East - on target

·                    Chesterhill Avenue - Relocation was going much better than anticipated.  3 of the 6 owner-occupied properties had been valued with 1 going through the legal process in terms of contract exchange.  8 outhouses had been demolished

·                    Non-traditional properties - A newsletter would be going to residents on Foljambe Drive by the end of the month setting out the options

·                    Wood Street/School Street - A revised drawing would be considered by the Planning Board shortly.  Hopefully the scheme would commence by March, 2008.

 

Wath and Swinton

·                    Demolition programme - 14 units on Cliffe Bank still be cleared and demolished together with 2 on Rookery Road.  All other sites are cleared.  The ADF had agreed a style, type and mixture of affordable units and a bid submitted to the Housing Corporation.  Hopefully a decision would be made by March, 2008

·                    Cherry Tree Place - Groundworks had commenced with the first handover due later in the year

·                    Gateways - Thomas Street, Swinton, was 1/3 complete. The programme was 10 days behind programme due to the weather

·                    Knollbeck Crescent, Swinton - Street improvements were 1/3 complete

·                    Brampton Mini Masterplan - Further work had been commissioned with the consultants.

 

Rotherham West

·                    Canklow - C3 Development - the 71 unit development was being developed in 1 phases.  Phase 1 to be completed by the end of February with Phase 2 completed in July, 2008

Minutes:

The respective HMR Managers gave the following reports:-

 

Rotherham West

-              Design competition held for 3 sites – Munsdale, Shrewsbury Terrace and Meadowbank Road with 4 architects invited to submit their concept design for each site.  A panel had judged the designs against the Building for Life criteria and Code for Sustainable Homes.

-              Sustainable baseline action plan produced by EKOS consultants for West Central with stakeholder workshop held on 18th October to consider options.  Community consultation will begin at the end of November.

-              Procurement process underway and submissions received for St. John’s Green.  Interviews are to be held on 16th November with the study to be completed by March, 2008.

-              Canklow – Phase 1 of the C3 development would be completed ahead of schedule with subsequent phases following and a final handover in July, 2008.  Meetings were ongoing with local businesses with regard to Castle Avenue/Warden Street/Canklow Road.

-              Planning approval had been granted for Bennett Street

-              Start on site at Fernbank was achieved.  A Foundation Stone Laying event took place in October whereby Mrs Senior (Cllr Aubrey Senior’s widow) and Cllr Alan Jackson formally opened the development.  Completion is scheduled for early 2008.

-              Henley Rise EcoHomes completed.  The development has been awarded the Building and Design category of the Sheffield Telegraph Environmental Awards.  In addition to this TSY have funded Building for Life assessors to evaluate developments in the Pathfinder and Henley Rise was awarded a “Gold Award” (the first in South Yorkshire)  SYHA will formally submit for the award once the landscaping has been completed and the wind turbine is installed.

-              Planning approval secured for the former school site at Ferham Road.

-              A6109 Meadowbank Road gateway improvement on target.

-              Reserve projects – Alleygating at Masbrough, turning circle at Thornton Terrace and environmental enhancements at Henley Rise

 

Discussion ensued on “Building for Life” and how beneficial it would be for the Authority if Rotherham incorporated it into their Planning Policy.  It was reported that there was a liaison group of officers from HMRP and Planning where the matter could be discussed and how it could be taken forward.

 

Agreed:-  (1)  That the Development Control Manager consider providing training for the Planning Board on “Building for Life”.

 

(2)  That a report be submitted to the next meeting on how “Building for Life” could be taken forward.

 

Rotherham East

-       Dalton & East Herringthorpe Masterplan -Consultation events took place on the 9th and 10th November. Anticipate feedback from the events in two weeks time, a stakeholder event to be held to consultant stakeholder group. The respective HMR Managers gave the following reports:-

 

Wath and Swinton

A presentation had recently been made to Ward Members on the options for Wath and Swinton Town Centres highlighting a number of challenges for the Council given their continuing decline.  Officers had been requested to co-ordinate a clear business case to present to Council on the key actions for the next 3 years.  Discussion was taking place with Planning on the options and fit with the LDF process.

 

Discussion ensued on the Spatial Strategy and the spending review.  As part of pulling together the 2008/11 Delivery Plan, work needed to take place on all projects/areas so that when it came to prioritising projects, all the background information was known.

 

Agreed:-  (1)  That a report be submitted to the September meeting to enable further discussion to take place.

 

(2)  That a working group be established along similar lines to that working on Bellows Road.

 

Rotherham West

An open weekend had recently been held at Henley Rise with expressions of interest received for either renting or buying a share in the properties.  The expected completion date for the development was October, 2007.

 

Development had commenced on 71 units at C3, Canklow.  An official “turf cutting” event had taken place on 30th July, 2007.

 

West Central – consultants appointed to look at developing a Sustainable Action Plan and Development Appraisal.  The first stage report to be received by the end of August.

 

The first meeting of the St. John’s Green project management group had been convened.

 

Work had started on site at Fernbank site for the development of 17 affordable housing units..

Discussion ensued on the reports.  The following issues were highlighted:-

 

-              The delay in receiving the draft final report on the Bellows Road Neighbourhood Service Centre.  It was clarified that the delay was a result of the poor quality report received from the consultant.  Economic and Development Services had returned it for further work.  The report was expected shortly.

 

-              The need for alignment of compensation packages across Rotherham and the sub-region.  Work was being carried out by South Yorkshire Regional Housing Partnership on this issue which would be fed into all projects during the Summer.

 

-              Monthly liaison meetings were held between officers of Planning and the Housing Market Renewal Team with regard to implications/priorities for the Local Development Framework and ADF Masterplans.  Sites of strategic importance had been identified as part of the HMR prospectus.

(2)  That a meeting be held the week commencing 31st July to consider the expected draft final report on the Bellow Road, Wath and Swinton Service Centres.

 

(3)  That Transform South Yorkshire be invited to present their work on the alignment of compensation packages across the Transform area to the next meeting.

Planning permission had been granted on 23rd March for Sites 3 and 5 (Market Street car park and Market Place car park)

Tenders had been received and currently being assessed with view to starting on site in June, 2006

An outline planning application for the remainder of the sites had target submission date of 11th May

Meetings continuing with tenants of All Saints and Imperial Buildings

Work would start on Site 5 (Domine Lane) in November, 2006

The new car parks at Sheffield Road had 80 spaces and Unity Place would have 28 respectively

The outcome of the transportation study carried out by Arup Consultants was due shortly

 

Town Centre

LOTS - The lease had been signed for 8 shared ownerships to be delivered by Equity Housing Association

Negotiations were ongoing with the owner of a void property with a view to demolition and cleared site

Work ongoing with masterplanning consultant with regard to possible housing activity

 

The following points were also raised:-

 

-              Consultants had confirmed that the proposed scheme for the Bellows Road development was viable scheme and that a developer had shown interest.

-              The need for Economic Regeneration and Development Services to deliver the 2 strategic acquisitions in Rotherham East.  If not possible, the ADF could consider other sites.

-              Regular updates were needed at the steering groups.

-              The Wath and Swinton ADF would be linking into the Wath Access Group and looking at partnerships with the Dearne Valley.

-              Meetings were taking place with the Dearne Access meeting with Terms of Reference being worked up with the purpose of sharing project information.
