The present Scheme of Delegation from the Leader of the Council, which sets out how executive functions will be discharged, provides for delegated decision making by officers. Appendix 9 of the Constitution sets out the non-executive functions delegated to officers. All executive functions, other than those reserved by Cabinet, may be discharged by officers.

As part of an investigation into the potential obstruction of vehicle accesses into both existing and proposed industrial premises on Innovation Way, Woodhouse Mill, a no waiting at any time restriction is being promoted. As this may lead to a displacement of vehicles onto the adjacent B6200 Retford Road, a 24 hour clearway restriction is being promoted on this road. Both restrictions should result in the highway network remaining clear of any parked vehicles, ensuring the free and efficient movement of goods and services along these roads. |
Details of alternative options considered and rejected: |
No restriction and limited restriction on vehicles parking on the highway (Innovation Way) was considered, however, as Innovation Way is relatively short with numerous accesses each requiring a large area to facilitate the turning movements of vehicles expected to use these accesses, then this may have resulted in vehicle access to premises being obstructed, and as such, this was not considered a viable option.
The requirement to ensure the free and safe flow of traffic resulted in no waiting at any time restrictions being considered the most appropriate option for Innovation Way. As this option may lead to vehicle displacement from Innovation Way to the adjacent B6200 Retford Road, a 24 hour clearway was proposed. A clearway acts similarly to a no waiting at any time restriction but is often used over a long length of road where the provision of yellow marking can be difficult to maintain. The need for a 24 hour clearway on the B6200 Retford Road, reflects the requirement for this road to maintain the free and safe flow of traffic. |
